This isn't federal waste, it's remembering a battlefield. Also, the flim will cover the gap and I think that it is genuinely controversial to fund federal waste like the “Bridge to Nowhere” or the “Johnny Appleseed Heritage Center.” That money should go to Katrina Relief or to remember the fallen from 9/11, Afghanistan and/or Iraq.
