The Tax Foundation recently released a report on the federal excise tax, SCHIP and a state by state breakdown of the economic impact of the tax increase. The report indicates that as many as 30 states will pay more than they receive from Senator Smith’s proposal and will more than double the amount currently spent on SCHIP.
