		<description>There have been well documented cases of network providers using abusive network 'management' techniques.  But it bothers me that proposed network neutrality law may fail to properly distinguish abusive management from valid management which gives some users improved service over others.  I'd prefer the matter was dealt with as business law when the service provider fails to live up to the advertised or agreed to level of service.</description>
